Regional Director/Maintenance Operations Bellingham

Job Description

Summary: Create and maintain a high level of quality and efficiency of all aspects of the maintenance operation within the Indigo group of properties, including supporting the VP of Operations, the IM tier of management, personnel training, budgeting, planning and scheduling, inspecting, technical assistance, monitoring, reporting, purchasing, and other tasks to achieve market objectives for the region.

Organizational Positioning : The RD/MOB position is a direct report to the IM for Bellingham while operating under the overall aegis of the Director/Maintenance Operations. As such, the RD/MOB is expected to work collaboratively with the VP of Operations and the D/MO while acting in a support role for Bellingham portfolio IM and site teams.

Essential Duties & Responsibilities include the following.

Safety:

1. Act as safety ambassador and promote a strong safety culture throughout the region
2. Lead and participate in regular safety education trainings, regionally or at property level
3. Monitor the compliance of safe work practices and use of PPE in the field – use positive reinforcement to correct behavior
4. Assist the site teams and Safety Committee in developing site specific emergency evacuation plans in coordination with local authorities
5. Activate and coordinate emergency response teams in the event of natural disasters
6. Holds minimum of OSHA 10 certification, or obtain within 90 days of hire

Technical Skills:

1. Understand and be able to use and interpret construction drawings, including architectural and mechanical, and construction manuals
2. Identify building defects, and propose suitable solutions, and approximation of costs
3. Assist the IMs and site teams in creating scopes of work for capital expenditure projects, manage competitive bidding process, identify most suitable contractor, and manage project through successful completion
4. Supervise implementation of routine and special projects by site teams
5. Experience with Yardi or other core property management software - able to create reports and analyze property performance metrics related to work order completion, turnover, and preventive maintenance.
6. Lead implementation of preventive maintenance (PM) program to ensure that all building systems, elements and components are maintained and serviced according to industry standards and manufacturer requirements
7. Inspect properties and document conditions to ensure that cleaning, grounds keeping, inventory control, and general maintenance is being performed according to company policies and procedures
8. Provide technical assistance on maintenance-related items
9. Assist with various groups on asset acquisition and disposition
10. Be an outstanding problem solver and creative thinker

Procurement and Contracting:

1. Work to optimize negotiated relationships; ensure that site teams comply to greatest extent possible
2. Assist Investment Managers and Maintenance Supervisors in negotiation of outside vendor contracts for region, such as cleaning, landscaping, painting, flooring – monitor quality of services and correct work quality of vendors where needed

Communication:

1. Be able to concisely describe problematic physical conditions to non-technical team members
2. Be able to speak on an equal technical level with contractors and design professionals when discussing existing conditions and proposed designs or solutions
3. Use electronic communication means with a high degree of proficiency
4. Communicate professionally and respectfully with all company associates, both in writing and conversation.
5. Communicate frequently with Indigo Executive Team and Investment Managers to keep them apprised of portfolio status

Supervisory & Team Building:

1. Help IM to manage Maintenance Supervisors, who supervise a maintenance staff at each property portfolio.
2. Coach and mentor Maintenance Supervisors, provide support on technical issues, and help them develop professionally and personally.
3. Encourage participation in ongoing education, attend industry seminars and conferences as appropriate.
4. The RMD role is part of broader team of peers and will be expected to present ideas during formal and informal ‘best practice’ planning sessions focused on improving operational efficiency.

Financial:

1. Participates in the annual budget process, including costs for MRO and 3-, 5-, and 7-year projection of capital needs
2. Perform quarterly review of expenses related to maintenance, capital projects, and third-party contracted services; update plans and projections accordingly

Travel:

1. Local travel required within Whatcom County; candidates must be able to travel (car, bus, etc.) between properties
2. Travel to properties based on specific needs/projects underway and as part of normal rotation to inspect/observe conditions and thoroughness/quality of operations
3. May be called on to assist with due diligence/disposition efforts outside of designated region

1. Perform other duties, responsibilities and special projects as required and directed by Indigo Executive Team
